Edward Timperlake, co-author of "Year of the Rat," the book that connected
the dots of Chinagate, was interviewed in an American Investigator
network television expose last week about a new tape that has surfaced that
establishes conclusively the time frame of the Clinton-China connection
as starting before the 1992 election.
The Washington Weekly caught up with Timperlake before the airing of the
expose to ask him about the new tape as well as the revelation in the New York
Times last week that the Chinese may have obtained virtually all
U.S. nuclear weapons secrets in recent years. In light of these
revelations, we asked Timperlake to reassess the nature of the ties between Bill
Clinton and the Chinese military.
TIMPERLAKE: The PRC issue is breaking very quickly and there's a lot
more to come. It took about 3 months to get to this point where the American
Investigator ran an expose on network television this week. It took a
while, but we found a home video of Charlie Trie going off shore
in 1992 before Clinton was elected president. At that time Clinton had been nominated as the Democratic candidate for
President. And Trie goes off shore to China, identifies himself as
Clinton's key guy, he's meeting with Chinese officials -- we have tape
of this -- and the Arkansas crowd attending the meeting
says that Bill Clinton's policy for China could be affected by Chinese officials.
QUESTION: Considering that Johnny Chung has identified several channels
of communication between the Chinese military and president Clinton, how
close do you think that Clinton is to the Chinese military?
TIMPERLAKE: Very close. Here's the reason why. Johnny Chung,
who is a hustler, was picked because he figured out that the
administration would take money for access.
By our analysis, it looks like Chinese military intelligence saw that
Johnny Chung was a clever fellow who knew how to work Bill Clinton. So
Lieut. Col. Liu was assigned his case officer to recruit him.
Her trade craft broke down, however, because in order
to recruit Chung she brought him offshore and introduced Chung to Major
General, I believe, Ji. And Ji is the famous fellow reported in the
paper as saying: "We like your president" and he indicated that they had
other individuals or channels of money. That happened several times.
Now, General Ji reports to the deputy chief of staff for intelligence, a
four star, who got there by providing agent provocateurs and
discrediting the students who were at Tiananmen in 1989. That's what his
job was, to get those poor kids. He's the gentleman
who threatened to nuke Los Angeles over the Taiwan issue, that's the
guy who did that. He is the ultimate spy master. His major general is general Ji, who met personally with Johnny Chung and Lieut. Col. Liu--by
our count three times. They created a shell corporation called Marchwell
to buy Lieut. Col. Liu access to President Clinton
twice. And through a contribution to Senator Kerry of
Massachusetts, she managed to meet the senior
executive of the Securities and Exchange Commission about
placing offerings on the American stock market of PRC companies.
Now, I always thought that it was just about money, but it turns out that it
was more than that. Apparently, the goal was to create a lot of shell companies
in the import/export business and high-tech business so they could
accomplish the goal of buying American high-tech equipment across the
board, equipment like gyroscopes, computers and high tech communications
equipment and flood them out of the country thereby overwhelming our
safeguards, our Customs, the FBI and counter intelligence
operations.
So that was the goal and we don't know how successful she was because
Chung is the only person of 122 people who
has actually gone in front of the grand jury and (in our opinion) told
the truth. That's a very powerful statement because the rest of them, if
there were a strong law enforcement operation from the Justice
Department, the conspiracy would have been broken by now and we would
know how bad the damage was that was done to America.
It's very apparent that the Attorney General of The United States has chosen to keep her job and
sacrifice America at this point.
The country is in great jeopardy, because as long as the conspiracy stands we don't know bad the damage was and we
can't bring people to justice and until we bring people to justice we
don't know how to rebuild the military because we don't know our total
vulnerability.
Prudence dictates that we should at this point assume
a worst case scenario. Everything is gone! I was director of
mobilization for the Department of Defense and we looked to the fact
that our technology would save us. The great strength of America is
our high-tech labs and our high-tech imperative to always be on the
cutting edge and that is now compromised and sold out because of Bill
Clinton accepting bribes from the People's Republic of China.
QUESTION: So you think that Clinton is close to the Chinese military?
TIMPERLAKE: I think the Chinese military penetrated to the highest level
of the Clinton administration including the White House.
QUESTION: But the question is if president Clinton is an innocent,
ignorant victim, or is he actually working on their behalf?
TIMPERLAKE: Here it comes: Ng Lap Sen, A communist Chinese official who
also owns the Fortuna hotel in Macao and wired millions to Charlie Trie
showed up not only in the White House but in the White House residence. Now
that's a powerful statement. A communist Chinese official gangster
wiring millions, his minion is a gangster who offered a bribe
to the president through the president's legal defense fund. Two days
after Ng Lap Sen enters the country with $75,000 in cash he's in the
residence of the White House. So president Clinton has
no willful blindness or deniability. He was there, he met with the
fellow apparently six additional times.
QUESTION: But the question is if he really knew who this was?
TIMPERLAKE: Well, here's the argument: the Secret Service has as their
sacred trust to protect the integrity and security of the President of the
United States and the security of our leader, I mean the Commander-in-Chief.
They would have to have known who this person was. There's no doubt in
my mind that they knew exactly who this person was and the only person who could
clear him in was the President of The United States. That's it.
QUESTION: So you think that president Clinton is actually
working on their behalf.
TIMPERLAKE: He actually cleared this person in, because I
trust the integrity and judgment of the FBI and the Secret Service. Here's the rule:
Intelligence goes up and out, that's the rule of intelligence. When you
get it, it goes up through the chain of command and out to the users,
that's how it is. I trust the integrity of the FBI and the Secret
Service. They would do due diligence, they are not weak on that, and
they would brief the president or the people around him, on how bad
these people were.
QUESTION: Okay. To go to the Cox report. Do you have any knowledge of
the content of that?
TIMPERLAKE: Actually, it's coming out every day now like in the article
in The New York Times Wednesday. The Cox report is more the catalyst for the great
question that Jeff Gerth of the New York times asked which is:
What did you know in the White House and what did you do about it?
Because they thought that they could lay it all off on Reagan and Bush
and it's not sticking any more. It is moving up much more dramatically
into the Clinton administration. So the Cox report has served its purpose
very effectively and the argument that I'll make is that the Cox report
now is completing the technological Nexus between miniaturization of
nuclear weapons, which they now have, and the
upgrading of their missiles. So it's all coming together. The next
decade will be a very dangerous decade for the world.
QUESTION: Have you seen the Cox report?
TIMPERLAKE: No, but I have had conversations with members that have read
it and Duke Cunningham, the great congressman from southern California, said
that the Cox report confirms everything in "The Year of The Rat," those
are his words.
QUESTION: So do you think the American public will be
stunned at its revelations?
TIMPERLAKE: No, that's the problem. The American public should be
stunned but, I think, because of Kosovo it won't get the attention it should have.
Kosovo has driven it right off the front pages even though it is a bigger treat
to America by an order of magnitude.
QUESTION: Are you concerned that the most significant revelations will
be redacted before release?
TIMPERLAKE: It doesn't matter, you can assume the worst! It's all over!
The worst has already happened. You have to work the worst case scenario. The
People's Republic of China now has every nuclear secret America has
and that's a serious issue! It's not only how to build the bombs,
how to test the bombs, what happens when you go down the wrong path,
what is the right path, what gets you strategically more "bang for
your buck." No, it's all over, truly. The worst has happened. Bill
Clinton on his watch stifled investigations, stepped on individuals, his administration
stepped on these individuals who were trying to do the right thing and
save the world and--I don't mean to be overly dramatic--but to save the
world from some very nasty countries having access to nuclear secrets
and the individuals who stepped up were told not to talk to congress.
They were basically told that they couldn't present their case, they
were discredited, they were demoted and that's a serious charge.
QUESTION: But there has been some concern that the most important parts
of the Cox report would be redacted before release.
TIMPERLAKE: But my argument is that it's so bad that we can assume the
worst, regardless. They can redact everything but honest credible journalists
can no longer give the benefit of the doubt to the President of
The United States.
He's a known liar! There's no longer any excuse for any spin. It's too
serious for that. This transcends Republicans or Democrats, this goes to
the heart of the next century.
So the worst case has to be assumed. It can be redacted but
who cares. Regardless of how much they redact, the worst has already
happened and it happened because of Bill Clinton.
It's already to late. We now have to break the conspiracy and hope that
we can move to the new generation of missiles like missile
defense, new strategic weapons on the drawing board that may protect us,
but we are not there yet so we really have to ring the alarm bell. I
wouldn't speak like this if I didn't truly believe it. I don't want to
scare America, but right now it's a wake up call and the fire bell is
ringing. There's a fire right now and the fire is that all our nuclear
secrets are open to the rogue
nations and The People's Republic of China.
QUESTION: What is your opinion of the revelation that apparently all
U.S. nuclear weapons data was lost to China through the "Legacy codes" on the
Clinton administration's watch?
TIMPERLAKE: I believe it. It's accurate, it's factual,
it's real, everything. It
was a very clever operation. We don't know what we don't know! If we are
not talking the nuclear stuff, I mean we are doing military to military,
you know it's the small stuff that also hurts you. It's letting them
watch logistics, it's letting the PRC having access to how air
operations are run, it's letting the PRC go into our test range and
into anti submarine warfare training facilities in San Diego. They see
all of this. So not only is the nuclear equation in jeopardy but the
conventional weaponry and the conventional tactics are being exposed
to PRC in a very open and dangerous way as well.
There is going to be a terrible historical accounting and those who have compromised
and trimmed their sails to the prevailing wind should be held
accountable.
